Process

In order to run an Aggregation Program a Municipality must take the following steps:

  1. Put Referendum Question to Voters

                 If the referendum is Approved by a Majority of Voters:

  1. Develop Plan of Operation and Governance
  2. Hold 2 Public Hearings on the Plan of Operation and Governance
  3. Adopt the Plan of Operation and Governance
  4. Pass an Ordinance authorizing the Municipality to arrange for the electrical supply of residential and small commerical retail customers.
  5. Solicit new bids for electrical supply based on Plan of Opertation and Governance
  6. Only bids meeting plan goals and which are lower rates would be accepted
  7. Residents MUST be notified in writing of their option to opt-out of the program
  8. After opt-out period, customers who have NOT opted out will be included in the contract for new electrical supply
